
Westley is the Principal for Sholes & Associates and Vice President, Health Programs for the National Organization of Black County Officials (NOBCO). He has over thirty five years of executive level experience in the management of health care systems with an emphasis on strategic planning and executive management.
His management career began as a management trainee with the Los Angeles County Department of Health Services in 1969 and ended with his retirement as Deputy Director, Administrative Services in 1993. During that period he held positions of Finance and Deputy Director, Administrative Services. He was also responsible for developing and implementing the Los Angeles County HMO—Los Angeles County Community Health Plan. For the last twelve years he has been a contract hearing officer for Los Angeles County Long Term Disability cases under appeal
Much of his time since 1993 has been dedicated to matters of community interest and public health policy. For the last ten years he has been a volunteer for several state and federal organizations with a focus on cancer awareness and health disparity.
He also provides Management Consulting in the areas of strategic planning, organizational development, business development, executive training and development, and, health care administration.
Between 2002 and 2006 he provided Board of Director oversight to the NOBCO cooperative agreement with the US EPA regarding Indoor Air Quality.
