Jerry is an international contributor, (democracy, good governance, elections, strategic planning and capacity building), educator, author and award winning freelance writer.  He is a former Director of Elections for the state of Alabama, Office of the Secretary of State and a founding member of the National Association of State Election Directors (NASED). 

His primary focus areas are government, politics, civic education, elections administration and management, voting rights, redistricting, and absentee ballots.  He has served as an elected county commissioner, civil servant, and an adjunct professor of political science and government at Troy University (AL) and Auburn University at Montgomery (AL).

Jerry’s written articles have appeared in local, state, national and international publications.  He has written four (4) books:  The Politics of Exclusion:  Bizarre Court Decisions and Congressional Redistricting (1996), Seeking Public Political Office in the United States: A Candidate’s Guide to Seeking Public Political Office (2002), The State and the Politics of Culture:  A Critical Analysis of the National Endowment for the Arts (2005), and Stealing An Election:  The Illegal Use of Absentee Ballots (2005). 

He has authored several reports, including “Guyana:  Local Government and Municipal Elections” (1994), “The Zambia Elections of December 2001”, and he co-authored “Uganda: A Pre-election Assessment Report” (1996) and “Uganda:  Legislative Support Activity – LSA” (2007).  Jerry writes a regular commentary titled, “Where Are The Peacemakers?”

Jerry has served as a consultant for the United Nations (UN), Organization for Security and Cooperation in Europe (OSCE), the International Foundation for Election Systems (IFES), the National Democratic Institute for International Affairs (NDI), the Africa-America Institute (AAI),

the World Conference of Mayors, Inc., the Foundation for Democracy in Africa, the United States embassy in Zagreb, Croatia, and Development Associates.

He is known for his contributions to democracy and good governance in sixteen (16) countries: United States of America, Honduras, Guyana, Mexico, Croatia, Bosnia and Herzegovina, Rwanda, Cape Verde, Nigeria, Liberia, the Gambia, South Africa, Zambia, Malawi, Tanzania, and Uganda. 

He has spoken at educational institutions throughout the United States, as well as in Guyana (South America), Uganda and Kenya (East Africa), Zambia (Southern Africa), and Taiwan.

Jerry is a member of the Board of Directors, National Organizational of Black County Officials, Inc. (NOBCO), Washington, DC and the Advisory Board, Imani House, Inc., Brooklyn, NY and Monrovia, Liberia, West Africa.  He is a member of the National Association of Black County Officials (NABCO), Washington, DC, the International Association of Black Professional in International Affairs (BPIA), Washington, DC. Life Member - National Association for the Advancement of Colored People (NAACP), Rotary International (Paul Harris Fellow) – Chicago, IL, and The Academy of Political Science (NY).  Jerry is a member of the Shiloh Missionary Baptist Church, Troy, AL.
