In November 2006, David Harrington was re-elected to the Prince George’s County Council representing District 5 for a second four-year term. 

In 1995, Harrington began serving as Mayor for the Town of Bladensburg, Maryland.  As Mayor, Bladensburg, he was joined by the towns of Colmar Manor and Cottage    City, and forged a dynamic economic partnership called the “Port Towns.” In 2005, The Town of Edmonston joined the “Port Towns”. The Governor, County Executive and the White House recognized this economic initiative as one of the finest examples of revitalizing an older community.  

During his tenure as Mayor, he was elected President of the Port Towns Community Development Corporation, appointed by the County Executive to the Prince George’s County Redevelopment Authority, appointed by the County Council as a Charter Review Commissioner, and was the first African-American to be elected by municipal officials across the State of Maryland as President of the Maryland Municipal League.

Harrington is presently a senior fellow and faculty member at the University of Maryland James MacGregor Burns Academy of Leadership.  In this capacity, he has taught courses and lead seminars on leadership. 

Also he was Director of Education for the Close Up Foundation, a national program dedicated to improving civic literacy, particularly among high school students. 

As director, he was responsible for managing Close Up’s educational program that included curriculum development, staff recruitment and training, and overseeing a $2 million budget.

Harrington is currently Vice-Chair of the County Council, and a member of the Transportation, Housing and the Environment Committee, the Public Safety and Fiscal Management Committee, the Planning Zoning and Economic Development, and the Rules and General Assembly committees. 

He serves as a the Council Representative of the Maryland Association of Counties Board of Directors, the County Council Representative to the Metropolitan Council Governments Transportation Planning Board, and is the Eastern Regional Representative for the NABCO.

A man who puts community first, Harrington is a graduate of Howard University in Political Science, and has received credits in civic education from Harvard University. 

He is married to wife Cheryl.  They have two sons, Stephen and Christopher
